Abba, Wayne

Abba Consulting is a sole proprietorship specializing in program and project management.  For 17 years before retiring, Wayne was the senior analyst for contract performance management in the Office of the Secretary of Defense.  He is an expert advisor to the Government Accountability Office team that published the “Cost Estimating and Assessment Guide:  Best Practices for Developing and Managing Capital Program Costs,” and “Schedule Assessment Guide: Best Practices for Project Schedules.”  His work with the US National Science Foundation includes membership on several project review panels and advising on project management policies and procedures.  Wayne also serves on the board of the nonprofit Graduate School Japan, providing training and consulting services to Japanese government ministries, including management of the Fukushima nuclear plant decommissioning.
